Picture taken by Betty Kirkpatrick in the garden at Crystal Wells Rinnigal on Hoy. She says that it was almost as long as a cigarette packet.

Is it a dragon fly?

I think it's a male Common Hawker dragonfly (Aeshna juncea). My dragonfly book gives an average length of 74mm (about 2.9") for this species, which is a fair bit shorter than the average cigarette packet.
A very handsome insect anyway, well photographed.
